Coast Guard stages full-scale exercise

By MIKE FORNES

Tribune Staff Writer

ST. IGNACE - The United States Coast Guard is planning a full-scale response exercise Thursday through Saturday in St. Ignace.

The exercise will be in accordance with the Maritime Transportation Security Act of 2002, which legislates that ports must conduct annual training exercises designed to test their Area Maritime Security Plans; and the Preparedness and Response Exercise Program - an exercise program designed to test the pollution and hazardous materials response posture of the Northern Michigan area.

In addition, the Ninth Coast Guard District will exercise its mass rescue operations plan in the Straits of Mackinac waterway.

“Operation Dire Straits” will be a three day, full-scale exercise that will involve several levels of participation by various agencies.

On Thursday, the Sault Region will activate its Area Maritime Security Plan, there will be changes in security levels, regulated inspections and joint vessel boardings by the Coast Guard and U.S. Customs Border Patrol.

Friday will see drills involving mass rescue operations, county and state emergency activations, logistic and technology demonstrations and incident command post activation.

On Saturday, the focus shifts to pollution response efforts, hazardous marterial displays, and incident command post activation.

Expected participants in the exercise include various local Coast Guard personnel, U.S. Customs Border Patrol, Michigan National Guard, Mackinac Bridge Authority, Coast Guard Auxiliary, U.S. Coast Guard Air Station Traverse City, Department of Homeland Security, Environmental Protection Agency, Michigan Department of Natural Resources and Department of Environmental Quality, various tribal entities, Transportation Security Administration, FBI, Michigan State Police, local fire and police departments, area hospitals, Mackinac and Chippewa County Emergency Management offices, Northern Michigan Area Environmental Committee stakeholders, the Michigan 51st Civil Support Team, the Salvation Army, Red Cross, local ferry operators, U.S. Coast Guard Atlantic Strike Team, Michigan Department of Transportation and the U.S. Coast Guard Deployable Operations Group.

Thursday is the seventh anniversary of the terrorist attack on the World Trade Center, the Pentagon and the day another hijacked plane crashed in a Pennsylvania field short of its target.
